Server after running windows update wed morn and asked to reboot, runs all
functions ok but if i try to open control panel or internet explorer the hour
glass comes up and i can wait upto 3 hours for the control panel to open and
then wait again for any icon to open under control panel related to network
or apps install etc.
Try to stop a service or change a parameter on a service it just gives me an
hourglass. Only event viewer errrors are 7011 timeout errors on a number or
services. Can anyone help. Running windows 2000 server.

We have had lots of issues with reboots and updates recently - but if you
have the problem we had try starting in safe mode (F8) and disabling UPS
monitoring software (Powerchute ) and the other possible causes is the
version on Java you have (The certificate has expired)

Both bits of software have caused your type of problem - if you have neither
of these - I am wasting your time

Hi,

You haven't by any chance PowerChute 6.x UPS software (APC) installed
on the computer?

If so, upgrade it to v7 or uninstall it and see if that helps.

PowerChute 6.x cases a lot of issues, much more than what is described
here:

CRITICAL UPDATE REQUIRED PowerChute Business Edition - Customers Using
6.x Must Upgrade to 7.x due to Java Runtime Environment expiration
http://nam-en.apc.com/cgi-bin/nam_en...p?p_faqid=7202

Microsoft have published a knowledge base article for this issue as well:

System with APC Powerchute 6.x UPS Software gives strange symptoms
http://support.microsoft.com/kb/555386/

This is how you can disable the PowerChute service if you are unable to
uninstall it:

Start Regedit.exe

Locate the key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\APCPBESERVER
Set the "Start" value to 4 (means disabled)

Locate the key
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Servic es\APCPBEAGENT
Set the "Start" value to 4 (means disabled)

Reboot the computer.
