Service Pack 1&2 and Q831167.exe I really need help

My windows Update is on automatic updates. It says I have no critical updates
to install. When I look at my version of Windows it say XP Professional and
also says Service pack 2.
My on-line payment is not working for Citibank and J.Jill. They say I have
to install microsoft Q831167.exe, which I did. When I try to open it up it
says in order to run it Service Pack 1 has to be installed.
I thought I had Service Pack1 as part of Service Pack 2. I also can't find
anyway to download Service Pack 1 or 1a. It says my Windows Update will tell
me if I need it, and Update is not telling me that.
What do I do? Thank you.

(Courtesey of MVP Mike Burgess) Several of these are known to cause the
problem:

1) Zone Alarm Pro [Private Header Info - enabled?] Reset "Ad Blocking" and
"Cookie Control" to "medium" "Mobile Code Control" = Off

2) Symantec (ISS\NIS) [Enable Browser Privacy - enabled] Active Content -
"Allow All Scripts To Execute" Problem: some sites cannot detect the 128 bit
encryption Solution: Completely remove and reinstall NIS.

3) Any "ad blocking" software that blocks "http_referer" or contains entries
that are blocking access to the desired site.

4) HOSTS file that contains entries that are blocking access to the desired
site.

5) Cookie blocking software that are blocking "required" Cookies.

6) Pop-up blockers that are stripping header\url info.

7) WebWasher Standard Filter/URL Filter

8) Make sure the following entry is not corrupt:

[HKEY_CURRENT_USER\Software\Microsoft\Windows\Curre ntVersion\Internet
Settings] "User Agent"="Mozilla/4.0 (compatible; MSIE 6.0; Windows NT 5.0"

eI am sorry, but what you have written is Greek to me. I have McAfee. I think
my pop-up blocker is off, and I do not have a cookie blocker. As to currupt
files, I would have no idea how to find out. Are you saying that I do indead
have Sevice Pack 1 installed, and that there is some other reason why
Q831167.exe is giving me that message when I try to run it?

The reason KB831167.exe is giving you that error is that you have
already installed SP2, thus your system has superseded the need for
Q831167. There is nothing wrong with your system on this point, and
thus far all indications are that you have SP2 correctly installed.

Since you state you don't have any of the 3rd party items that Robear
listed, the last thing to do is to check that Registry key. You can do
that quickly and without doing any damage using the following steps:

- click the Start button once, then the Run command. Type in
"regedit.exe" and press Enter
- once that app opens, you will see a list of 5 major sections under My
Computer in the left pane and depending on where the pointer is in the
file a bunch of other stuff in the right pane. Click once on the plus
sign to the left of "HKEY_Current_User" in the left pane to expand that
group.
- next click the plus sign to the left of the word "Software"
and then click the plus sign to the left of the word "Microsoft"
scroll down and click the plus sign next to "Windows"
click the plus sign next to "Current Version"

- click once on the word "Internet Settings" (not the plus sign this
time).
- in the right pane will be a long list. Look at the one named "User
Agent" It should read:
"Mozilla/4.0 (compatible; MSIE 6.0; Win32)"

If that key does NOT have that value, write down exactly what it does
say and post back with that info.

Now click the top left of RegEdit and select Close or Exit (depending on
where your mouse pointer lands).

BTW, you should also check your McAfee software to be sure it isn't
blocking popups, cookies, or ActiveX controls from Microsoft sites.

Last, close all instances of IE and open Control Panel/Internet Options.
On the Security tab click Trusted Sites and then click Sites. Add the
CitiBank and the other store's domain name to that list. For example,
the CitiBank domain name would be citibank.com (note this isn't the
full URL to the website, just the basic portion).

When you have added both of those domains, click the General tab. Then
click Delete Files and when given the option mark the choice to delete
offline files. That may take a minute or so. When done, click the
button to Delete Cookies then click the one to Clear History. Close the
Internet Options applet.

Now open one instance of IE and attempt to perform one of the
transactions that was giving you problems. Does it function now? If
not, what exactly (!! write down the exact error message you see on the
screen) does the error say?

See Sky's reply. You don't need to install 831167.

See if completely disabling McAfee [VirusScan?] allows you to access those
sites. (Be careful!) ViusScan includes a Script Blocking utility that may
be interfering.

I'm interpreting your problem is with secured sites, not Windows Update.

In Internet Explorer -
1. Tools > Internet Options > Advanced
2. Scroll down to the Security Settings.
3. Make sure that the two boxes are checked that say
"Enable SSL 2" or "Enable SSL 3".
Try your secure sites (Citibank etc)

Another thing you can try is:
Go to start/run
Type in: regsvr32 softpub.dll
Press Enter or click OK
