Service Pack 4 Setup Error

I have been trying to update my computer and I keep trying to download
service pack 4. My computer won't let me. It always says, "File
c:\winnt\system32\dllcache\comandmin.dll is open or in use by another
application." I check to see if anything is open and there is nothing open.
Have any ideas what needs to be done. Thanks
