service pack2 and windows installer

Why is it that ever since I installed service pack2 I can no longer install
any programs? The messege that I get is: The Windows Installer Service
could not be accessed. This can occure if you are running Windows in Safe
Mode, or if the Windows Installer is not correctly installed. Contact your
support personnel for assistance.
