Service unavailable - 800401f3

For the past 3 days I got Service Unavailable - error code 800401f3

Did anyone else get this? I wonder if there is a registry fix. I have not
ruled out that my PC is messed up. Although my PC has a complicated set of
software on it at the moment, everything works pretty well except MSN
Messenger. I tried connecting to the MSN messenger network with another tool
(Gaim) and got a "failed handshake".

Additional possibly pertinent pieces of information from the originator of
the thread:

1) KB886903 for .Net 1.1 recently altered my registry. (Maybe there is
a good reason they always urge me to back it up!) I also have .Net 2.0 on
this machine

2) The Live Messenger 8.0 has another symptom too which is that it takes a
noticeable time span (half a second or a second maybe) for the program to
display each character after I type it, when I am entering my email address
to sign in on the main screen. The input is slower if I type several
characters and pause.

definitely an error I haven't seen before for signin. Can you submit your
msnmsgr.txt file to support?

In fact I do not seem to have any msnmsgr.txt file on my C drive

Also I am not sure where I would go to submit it to support if I find it.

What else in common might we have

did you install the same KB fix? Does it act strangely slow
when you type in your email address? Do you also have
Windows Live Messenger 8.0 and are you also unable to
locate your purported msnmsgr.txt file and would you also
not know where you would go to 'submit it to support' if you
found it? (I am thinking that means this newsgroup)

I'm getting this error, but only on three out of four logins on my PC. This
is bizarre as the account that I did all the OS installing with works fine.
None of the other admin accounts work. This is the error that I get:

I've seen on other site a mention that it might have something to do with
the registration of the msxml3.dll file. I've tried the command "regsvr32
msxml3.dll", but that fails. I've not seen anything to fix this other than
re-registering the DLL.

If it helps at all, this is on a fairly fresh (this week) install of Media
Center Edition 2005.

I have the same issue. Account which I used to install OS works fine other
account shows me this errore message!

I had this error also...

I fixed it by creating a .bat filen in notepad with the following lines within

regsvr32 Dssenh.dll /s
regsvr32 Gpkcsp.dll /s
regsvr32 Slbcsp.dll /s
regsvr32 Sccbase.dll /s
regsvr32 Softpub.dll /s
regsvr32 Wintrust.dll /s
regsvr32 Initpki.dll /s
regsvr32 Rsaenh.dll /s
regsvr32 Mssip32.dll /s
regsvr32 Cryptdlg.dll /s
regsvr32 Msxml3.dll /s

saved the file at double-clicked it aftaerwords.
It takes about a minute

That looks like it should have worked, but it didn't. It's still the
msxml3.dll file that fails registration. The error messages are just soooo
helpful! :-S The error is below:
