Set Default Language Screen!

My language screen keeps coming up every morning it the lower right corner
asking me to select English which it has a check on but it will not let me do
anything and the only way I get rid of it is if I reboot then it is gone for
the rest of the day even if I turn off and start my computer again it only
comes in the first start up in the morning. MS help has been trying to figure
it out but so far they are at a stop? Has this ever happen to anyone else and
if so how do I get rid of it.
