Setup Error User Permissions

I am trying to install a patch/hotfix 899588 and it keeps stating Setup
Error. You do not have permission to update windows 2000. Please contact you
systems administrator.
I have admin rights via AD, it won't even install under the local
administrator account either with the same message.
Much help would be appreciates.
