Hello Bobson,
The adprep command i would run on the existing Main site DC to avoid connection
problems from the site. Then make sure the changes are replicated to all
other DCs with repadmin /showrepl or replmon.
Personal i prefer and suggest to have the FSMO roles always on the newest
DC, as with having the PDCEmulator role a new security group is created and
also RODCs require that FSMO are on the Windows server 2008 DC.
Migration will be migrating to a new domain for example, you just do an upgrade
of the OS on the first DC in the domain.
