First: Which version of Vista are you running? Home Basic? Vista Ultimate
x64 - or something in between?
I really think that your ITunes problem is somewhere else and that you are
chasing a bum steer.

Would that be the C:\Windows\system32 FOLDER? Not file. That folder holds
the heart of Vista, so don't mess with it unless you know what you are
doing - and why.
Those three files (sfc.dll, sfc.exe and sfc_os.dll) are all part of Vista
and should not be touched. (You probably don't have Folder Options set to
show extensions for known file types; that's why you don't see the .exe in
sfc.exe.)

That would be C:\Users\Chuck\downloads\sfc_os.dll
Could you please give more details about that file. How did you get it?
From where did you download it?
What is its size and date?
My copy of Vista Ultimate x86 has these 3 files:

09/16/2007 08:16 PM 15,872 sfc.exe
09/16/2007 08:21 PM 38,912 sfc_os.dll
3 File(s) 59,392 bytes
Are your files the same dates and sizes?
