This is not a VPC problem, it is just about WinXP networking.
If the two PC:s are in a Workgroup environment then you need to have
the same account on both (same login name, same password) and File
Sharing enabled on both.
If one or the other are on a domain things becomes rather much more
complicated.
In any case you're better off asking on a Windows XP networking
newsgroup. Or on microsoft.public.windowsxp.general
