In Windows XP all I had to do is put a short cut on the other
Administrative's Desktop. That Administrator could edit and save the
document. I could long in under me and view the changes. I could make
changes on the same document and the other user could view the changes. In
Vista I can' figure out how I can place the document on another
Administrator's Desktop and without it being "read only".

Please help!!!

Check the permissions of the document (properties / security) and
allow the other user to read and write, or grant full control.

Put the document into the Public folder where everyone will be able to
read/write to it.

A specific copy of a file can only be in one place at a time, so no, you
can't have exactly the same file in two different Desktop folders.

You can, however, put the file in a location that has read/write access to
various users, and create shortcuts to it on the different desktops. Key
here is the permissions on the file and folder.
