Sharing Violations

2 x Windows Server 2008 Standard Edition Servers.

DFS Replication Health Report:

=============
One or more replicated folders have sharing violations.
Description: Due to ongoing sharing violations, DFS Replication cannot
replicate files in the replicated folders listed above. This problem is
affecting 21 files in 1 replicated folders. Event ID: 4302
=============

I keep getting these errors on a busy web server, the "locked files" change
every time after a reboot. The files are standard .htm webfiles being
accessed by the website constantly.

What can I do to ensure all files stay replicated between the 2 servers?
