shortcut does not work on desktop

Windows Vista Home Premium SP 1
32 bit operating system

I right click on the desktop, open the menu and pick new then folder and it
works fine.
I right click on the desktop, open the menu and pick new then shortcut and
nothing happens.
I restarted the computer but it is still the same.
Help. Please.

I also did a restore to earlier but still the same problem.

As a workaround, right click on whatever you are trying to create a shortcut
to and select Send To>>Desktop.
