I really don't think that is a standard Vista menu bar. It is more
likely to be a 3rd party menu bar which should have an option to
turn off from within it's own options.
Microsfot Office use to have a Office shortcut menubar that would
load on startup and was easly disabled, but I dont' think it is that.
It could also be a Manufacture specific menubar ie: Dell or Gateway
or whatever, either way it should have an option to turn off
completely either by right clicking the menubar and looking for any
options or checking in the STARTUP folder of Vista and just
removing it.
If you know how to do a screen capture and if you could post the
picture it sure would help, I think there might be a language barrier
which is also making it difficult to understand exactly what your
trying to discribe, or our comments.
