Is it possible to create a keyboard shortcut or desktop shortcut to start a
new conversation with a specific contact?

Greetings,

Yes actually, by using the Messenger protocol handler.

The handler specific for what you want is:
msnim:chat?contact=

But, you'll have to find an application to handle the shortcut for you -- the built-in
shortcuts in Windows won't allow you to assign hotkeys to web shortcuts which is where this
qualifies sadly.

actually it is possible to make the desktop shortcut but, you will have to
put up with an IE window opening every time you use the shortcut

How did you create this shortcut? When I try it doesn't accept hte
msnim-protocol.
