What should be allowed to run?

There is no particular list of programs that need to acess
the internet, when a program needs to acess the internet,
if you have a high speed connection, the program should
automatically acess the internet. If you do not have dial
up, when programs try to acess the internet they will
prompt you to connect to the internet. there is no real
way to disallow a program from acessing the interent and
there is no specific list of programs.
If you have a firewall such as norton personal firewall on
you computer then it will prompt you everytime a program
attempts to acess the internet and then it is a judgement
call for you to decide weather or not the program will
acess the internet.
