shut down option missing

In my start menu there is the shut down button missing. I can't open the task
manager window even. When I push ctrl+alt+del there is the sign down and the
taskl manager button greyed out. ( I am german native speaker and have a
german version of WinXP. )
It is possible that the fault appeared after trying a new registry booster,
which I deleted after running it. It's even possible that it appeared after
updating, or is it the output of an virus?
I am thankfull for any suggestion.
Do I have to reinstall WinXP, or are there other possibilities?

System Restore
I suppose you could also try System Restore using a checkpoint from before
the instalation of the registry booster.

Another very good antimalware app is Superantispyware.
There is a fee version (on demand scanning only), the paid for version
includes active monitoring, similar to Windows defender:

Run a scan online with
Windows Live Safety Center scan

Ewido

Kaspersky
http://www.kaspersky.com/virusscanner

яoot-kit detection

Anyway , F-Secure uses Kaspersky's engine and definitions . F-Secure also
uses Ad-Aware's definitions and engines .
