Shutting down monitor

I own a toshiba laptop and everytime I quit doing something for a minute, the
monitor suspends and hibernates too quickly. A message tells to close windows
xp energy save configuration for toshiba to manage it. However, I can't move
the time to hibernate or shut down the monitor.
