side by side configuration is incorrect

I installed windows vista RC1! but I can not run any of administrative tools!
when I run each of those! I receive this message: "side by side configuration
is incorrect"!!!
my user is administrator! I can not run many of windows programs and
services!!! like mmc.exe ...
