sidebar not working

hello. i updated my vista to ultimate and after update my sidebar was gone.
is not starting in any way. i tryed every solution that i find on the net. is
not starting. what can i do ?

Do the 1st one there,,, turn it OFF totally - Reboot and go back and turn it
back on.
