Sidebar reset upon first restart

My Sidebar resets itself when after the first time I restart it. The first
time this happened, I tried to re-install Windows (not a good idea, btw). So,
Dell Support walked me through fixing Vista back to its orignal settings. My
Sidebar was fine. When I restarted my computer next, my Sidebar had
changed--the weather icon was gone (and the replacement one was different)
and was a giant clock.

Also, the weather location changes to WA..I'm in FL.

Has this happened to anyone else? I can't seem to restore the Sidebar to
it's original state. I have emailed Dell Support twice, but haven't received
an answer yet.
