Silverlight works in firfox not explorer

Siverlight will not work in windows explorer but will work in Mozilla firefox?
In windows explorer it asks me to install it and when I do it redirects me
to the same page when it asks me to refresh?
Also I cannot install internet explorer updates or service pack 3?
I have windows Xp with service pack 2.
