Error 0x80240016 is
SUS_E_INSTALL_NOT_ALLOWED
try to install while another install is going on
or reboot is pending
Start/Run --> regedit.exe
If the RebootRequired key exists in registry (see path below),
delete the key.
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
\CurrentVersion\WindowsUpdate\Auto Update\RebootRequired
If the above is not applicable, I suggest you rename (or just
delete) the SoftwareDistribution folder and see if it helps.
You can use the procedure described here:

Note that a side effect of renaming or deleting the SoftwareDistribution
folder is that you lose your WU v5 History listing (not critical).
(later on, you can just delete the renamed SoftwareDistribution
folder)
