Since Windows 2000 all dc's are treated the same with the exception of which
machine manages the five fsmo roles. I would upgrade your forest to 2003
and bring in a new dc and promote it. Move all the new fsmo roles over to
it and then flatten and rebuild the old Windows 2000 box and bring it up as
a second dc (If the hardware can manage the o/s).
