I believe you're reading some old content -- MSN Messenger hasn't had SIP capabilities
(besides the small amount used on the .NET Messenger service) since MSN Messenger 4.6.
SIP-based support is now in Windows Messenger exclusively:

and really is only used to connect to SIP-based Communications Services (read as: IM
servers), although I have seen it being used for other SIP-based services, there are
certainly better tools.
