Slow downloads

Mail was not downloading mail from my server at all. I had to go to programs
, accessories , right click command line to run as administrator. At the
prompt type" netsh interface tcp set global autotuninglevel=disable". My son
suggested that Vista tries to auto-tune the connection speed and settings.
