Slow streaming / buffering, video & radio

I am having trouble watching videos from the web, i.e. 'YouTube' & BBC News
etc.
Videos are slow to start, then only play for a few seconds and stop again.
Somtimes they don't play at all.
The strange thing is, I have discovered that if I open a second or third
browser window and try to download another video or better still another site
such as a speed test site and run a speed test, the video in the first window
usually works fine as long as the second window is still downloading data!
I also have similar trouble listening to radio stations using WinAmp, audio
will play for a while then stops and keeps saying "buffering" before playing
for a few more seconds.
I am on Talk-Talk 8Mb/s broadband & originally had similar problems on a
previous PC running XP. After numerous speed-tests showed I was only getting
300 Kbs at best and numerous complaints to Talk-Talk customer services,
topped off by complete failure of my phone line, Talk-Talk admitted there was
a fault on my line and fixed it.
I now have a brand-new PC running Vista. I have a wireless network with the
router provided by Talk-Talk, (Signal strength 'Exellent', 54Mbs).
Broadband speed tests now show I am usually getting between 5-7 Mb/s.
I have disabled TCP/IPv6 as suggested elsewhere, but no difference.
I have installed the latest FlashPlayer, no difference.
I have tried adjusting MTU values in Router set-up, no difference and now
not sure what they should be for best performance!
I did have a few issues a while ago with my firewall (BullGuard v8.0)
blocking my own IP address but as far as I know this is now fixed.
Sorry for going on a bit, but I think more information is better than not
enough.
I'm sure the 'second window D/L' annomally must provide a clue to someone.
Can anybody help please?

Unfortunately no.
Didn't get any replies on here and can't find anyone who has any idea.
I'm just putting up with it for now and not bothering even trying to listen
to internet radio!
