Slow Windows Server 2008 Print Server

I recently installed a new Windows Server 2008 Standard, SP2 64 bit server
at a client, to replace a Windows 2000 server. Everything about the project
as gone smoothly until I tried to set up the new server as the print server.
The issue is that it takes a full minute for a test page to print, while
when sending the same test page to the Windows 2000 server the test page
prints immediately. The clients are all XP SP3. I have the same problem
whether I try printing to an HP2420 laserjet or a Toshiba e-studio 280. I've
researched this problem on the internet and tried everything I've found
listed, including:

1. Turning off the "render print jobs on client computers" option.
2. Turning off the " enable advanced features" option
3. Turning off the server AV
4. Disabling TCP chimney offload
5. Disabling RSS
6. Disabling autotuning level

If you watch Print Management on the Windows 2008 server, you can see the
print job get placed in the queue immediately, where it sits for about a
minute before printing starts. Test pages printed directly from the Windows
2008 server print immediately.

Does anyone have other suggestions about what I can try (including folks at
Microsoft)? I won't be able to shut down the Windows 2000 server until I get
this problem solved.

Just to keep this thread accurate in case someone is doing a search - this
problem remains unresolved, even when I asked for help on the other forum.
In fact, somehow it got checked off in the forum as answered, which it was
not.
