Small resolutions shrink screen

Since downloading some updates, including sp2, lowering the resolution on my
monitor shrinks the used area of the screen, leaving black space around the
edges. Prior to these updates, small resolutions would stretch, taking up
the full screen while being a bit grainy. I rather prefer not having to sit
2 inches away from the monitor; does someone know how to make it like it was
before?
