How smart is windows update?

Hello people,

Consider the following scenario:

Install W2K (or any windows supporting dynamic updates).
Use Windows Update to install all SPs, hot fixes, etc. and make the system
up-to-date
Then install something from the original installation CD. Let's ssume that
this installation overwrites some files that came with windows update.
Run Windows Update again.

Now, will Windows Update recognize that some of its "newer" files have been
overwritten and re-download them?

In other words, does windows update always guarantee an up-to-date system
regardless of the systems's history?

I have tried to find the solution by observing what gets downloaded etc -
but have not been able to track things properly...
