Since the Snipping Tool can be used on all computers, not only tablets,
the option to disable it should be under a more general icon.
Also, if it is disabled, when you click on the icon, there should be a
note about how to turn it on, or better yet, a click box to enable/disable
the
function!

Why would you want to disable it in the first place? It's an extraordinarily
useful tool...
