Software License fails to download

The new Vista SP1 update has just appeared on WSUS, but I can't do much with
it as it states the Microsoft Software License Terms failed to download.
Have tried to re-download with no luck. I've done a wsusutil reset
which hasn't helped when trying to re-download either.

I've performed a wsusutil checkhealth and no errors appear in Event
Viewer for it, the entry is: WSUS is working correctly

The errors that do appear in Event Viewer are:
Content file download failed. Reason: The client does not have sufficient
access rights to the requested server object.

Destination File:
e:\WSUS\WsusContent\C9\10DDBC265A3320AAEC0654ED33C 64A5B0F5AB9C9.txt.


This ties in with what the SoftwareDistribution.log file on the WSUS server
reports:
2008-07-16 09:04:19.803
UTC Info WsusService.26 EventLogEventReporter.ReportEvent EventId=364,Type=Error,Category=Synchronization,Me ssage=Content
file download failed. Reason: The client does not have sufficient access
rights to the requested server object.

Destination File:

I know all about the permissions for the content drive and WsusContent
folder. I've checked NETWORK SERVICE has Read permissions on the root (E:
drive), and Modify on WsusContent.
I've even removed the NETWORK SERVICE from the permissions and re-added it.
Then restarted the Update Services service. Still no luck.
My WSUS server (2 then 3) has been working fine for years now, but this
License Download issue has only just appeared. It first cropped up last week,
when I got the same License Download error with the July version of the
Malicious Software Removal Tool.

Has anyone got any ideas on how to fix this? I'm fairly certain I've gone
through everything now.
