Software Licensing service failed to start

hi I have the control panel problem... see

I run the hotfix microsoft send me... and the problem still persist...

I've tried the solution of restarting the software licensing service but it
failed to start...

event viewer :
"- The Software Licensing service failed to start. hr=0xD0000022, [2, 4]"

help would be nice... thx

You may have to reinstall Vista. If stopping and/or restarting the service
doesn't work, I don't know what to tell you.

Have you tried running System File Checker (SFC)?

Have you tried booting from the Vista install disc
and doing the repair option?

You could also try the "repair install";
