I was experiencing an error reading "software update incomplete" with win98.
The possible list of reasons referred to the security settings for internet
explorer. Nothing worked. Finally I downloaded the latest version of
Internet Explorer 6 (which was 6.0.2800.1106IC). However I had difficulty
even doing this. I downloaded the setup from
http://www.windowsdownloads.com/DOWN...N/ie6setup.exe BUT I could
not not fully install the newer version until I chose the 'custom'
installation and manually selected (among a few other things) 'vector image
resolver' (not sure if that is the exact wording for that one). Also I would
be sure to unistall the 'advanced searchbar' that is automatically installed
with explorer. Only then did the windows update function properly. good luck
