I have been trying to solve this error for alomost two months and finally got
a solution from Microsoft. If you have tried everything else, check and see
if you have the following key in the registry:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Contro l\BackupRestore\FilesNotToBackup

If you don't, add it and try to start BITS. It worked for me.

Thank you, thank you, thank you!
That absolutely does the trick.
I spent 3 hours on the phone today with a MS service rep and we didn't get
close to this fix even though I mentioned I suspected the problem was somehow
related to BITS.
I added the key and MS updates now work great.
Thanks again.

Thank you!! I've been trying to resolve this issue for about two months now
too with no luck. Adding the registry key worked.

Hey, this is great!

I had an error 80246008 in Win XP and MS KB
led me to the BITS service, which refused to start.
I tried your cure (I noticed your error was different,
and the OS too, but tried it all the same) and it worked!
I actually copied the key from a working PC. It contained
a REG_MULTI_SZ value called BITS_metadata with
the following text: C:\Documents and Settings\All Users\Application
Data\Microsoft\Network\Downloader\*

Hi,

This solved an issue with Windows updates and the update of 3rd party
software as well.
It was an issue that Microsoft, Sony and Symantec were unable to resolve and
has been ongoing for a few months.

The simple addition of that key was successful. No additional data was
added.

Thank you.

THANK YOU THANK YOU THANK YOU

After a nasty virus got into my computer when I got it back I could not
download updates and my anti-virus software was going nuts telling me I had
about 100 critical updates. Kiss kiss kiss to you

I spent way too much time trying to resolve this error. Your suggestion did
the trick in just a few minutes, thanks a lot.
