Hey, this is great!
I had an error 80246008 in Win XP and MS KB
led me to the BITS service, which refused to start.
I tried your cure (I noticed your error was different,
and the OS too, but tried it all the same) and it worked!
I actually copied the key from a working PC. It contained
a REG_MULTI_SZ value called BITS_metadata with
the following text: C:\Documents and Settings\All Users\Application
Data\Microsoft\Network\Downloader\*
