Some applications won't connect to the internet

I'm running Vista Ultimate and some of my applications won't connect to the
internet (Network magic, Romprotect). I can connect with my 64 bit IE;
however, I can't connect with the 32 bit IE (Internet Explorer cannot display
the web page).
This problem arose about a week ago - after an update.

I have almost the same problem. No 32Bit programs can access the internet,
only 64Bit ones. Internet Explorer 64Bit works and Internet Explorer 32Bit
crashes. Firefox, MSN, and Ventrilo are all 32Bit and no longer work. Windows
update still works as thats 64Bit. I wiped my whole computer and installed
Windows etc from scratch and a day later the problem is back. I just dont
know what to do.
