Some clients report 'not needed' to required update

We have a few clients that update for other patches ok using WSUS but decide
that Word update for Office XP 895589 is 'not needed' whereas we know they
need it (most clients took the update). They are running Office XP SP3 (I
also offered SP3 as a detect package but no clients wanted it).

Any ideas?
