some control panel items wont open

i cant open some items within control panel - power options, window
updates, network sharing - if i try and open them from the search feil
they flash up for a split second and close. My PC has downloaded window
updates and the bubble keeps poping up in corner but i cant do anythin
as that wont open as well

have tried sfc /scannow but no joy. also turned off windows defnede
incase that was blocking anything
