Some questions:

Vista adjusting requires extensive registry tweaking, the purpose of that
..bat files are the same as .reg files?

Is there a special tweaking tool for Vista providing an extensive range of
tweaks for optimizing/enhancing, like Windows XP Security Console by Doug
Knox?

Is it possible reinstall Vista back if required without losing the
license?(if install on laptop)

You can find lots of Tips and Tweaks here:

Also from the url that you've above, why don't you add them to a GUI
so that you will just combine all tweaks and click the ONE button (.Bat and
..Exe):

I remember the author said to another website that in the next version that
will be release soon will support .REG and other file types automatically.
There is no need to put it in the Batch file to execute a registry file.

Do we need have some antivirus or antispyware installed in computer, or
Vista now considered as "safe operating system", that is "not affected" by
viruses, since have UAC (Elevate without prompting) function?

Some of this WinBubble registry tweaks is just cosmetic things, like
customizing Vista Icons, context menu, Hide/Show My Computer in Network Icon
Context Menu, changing OEM Logo and Information,etc Its much more important
to find and disable some unnecessary services that directly affect system
performance, power consumption.

You need a firewall, an anti-virus program, Windows Defender and a
couple more malware scanners/removers.

what is sense of this "enhanched security" if this so called "UAC (Elevate
without prompting)" is just useless crappy feature?
Is there way completely uninstall UAC from Vista (remove this from code as
well)?

To disable it:

Control Panel (Classic view) - User Accounts - Turn....
