A new program I have needs me to like to a sound file on the computer. (I
think a .wav file) Where would I find such a file?

First, use the search utility to look for a *.wav file on your
computer. If it doesn't absolutely have to be a *.wav, then search for
other sound formats. That would primarily be *.mp3, but other formats
exist: *.ogg, *.ra (proprietary), etc.

See http://en.wikipedia.org/wiki/Audio_file_format for a discussion of
sound files, including a list of many different types.
