Please be explicit by stating your Windows version & service pack level (eg, Win2000 SP-x , Windows XP service pack ? )
IF you are on XP and you are trying to get Service Pack 2 , then suggest you see

You likely have a startup program still running. Most likely a virtual drive software app.
Follow the suggestions on disabling "user startup apps".
