My Vista 64 Ultimate SP1 seems to have locked the Folder Options. In the
General tab I wish to set the use Windows Classic option, and to set the
open each folder in its own window option but after clicking OK nothing
changes. Any ideas for a solution would be welcome. Thanks

Your system seems to be infected. If you are able to connect to the internet properly, use Windows Update to get the latest definition files for Windows Defender and run a full/complete system scan thoroughly.Download the latest version of the Windows Malicious Software Removal tool from the Microsoft Download Center (from some other machine if you are not able to get online using your system) and run it locally.
Windows Live OneCare has a free online safety scanner available.Go to http://onecare.live.com to check out the same.
