Is this common?

I have a standard Dell computer so it's not like I have some oddball
hardware that's not supported as yet (presumably).

You could download the network distribution version and install it fro
your hard drive

If you want to install SP1 for Vista it is freely available on
Microsoft's web site. Presumably the reason update doesn't offer it
for you is it thinks one or more drivers on your system aren't
compatible with the changes SP1 will make. At least that is the excuse
the fanboy crowd have thrown out several times.

Many people have reported issues AFTER installing Service Pack 1. So
unless you have a particular problem you hope SP1 will address I would
simply leave well enough alone.

I personally did install SP1 hoping it would finally resolve the long
annoying slow file handling issue. It did not. Now problems I didn't
have before show up, like stupid Com Surrogate errors.

Actually Dell, along with Intel is one the biggest offenders for non Vista
ready drivers.

Many Dell's are using an audio driver that is known to have SP1 issues.
Windows Update detects this and blocks the SP1 download.

Step 1 is to go to support.dell.com, look up your computer, and see if
newer drivers are available.

If not, check out the Dell forums.

(note: a common driver that works on many is R173209.exe, which is what
I used to get SP1 working on my XPS410. R182475 is an even newer one).

Chances are your power supply unit is shorting
out and is begining to fail. Very difficult to
troubleshoot, but unexplained blue screens
and errors you discribe point to insufficent
or erratic voltage to the motherboard.
Replace your power supply with a good qualiity
PSU and I bet your issues will be solved.
