Will installing SP2 result in properly and fully populating the dllcache with
all current dlls?

In checking/prepping my PC for SP2 I found that the dllcache directory
exists but is totally empty. Running sfc /scannow prompts for the XP-Pro cd,
which I am concerned would copy original dlls without regard to any
updates/patches that have already been installed.

Can SP2 be installed if the dllcache is empty?

Yes. Usually a folder called \windows\servicepackfiles is used
during sfc processing.
