SP2 blocks C drive access

I sucessfully installed SP2 but now, every time I boot, I get an error
message that reads: "Access Denied, drive C:" I have no problem opening
files or launching apps, but I cannot run any utilities on the drive -- no
defrag, no disk doctor, no speed disk, etc. I have tried the Permissions fix
and there is nothing helpful on the Symantec site. Any ideas?
