SP2 connecting speed

Three times I have installed SP's and everytime I have, my connection speed
is 115.200kbps. I have always connected between 30 and 40kbps normaly on
msn. 9 dial up. So I know there is a problem and I don't know what to do. I
have tried online chat only to freeze up my screens and no other
communication can take place with chat to solve my problem. If there is
anything anyone can tell me that would be great. I am at the point of
uninstalling and not caring about it anymore.

Do you have the latest drivers for your network/modem?
is all your hardware and software compatible with SP-2?
