There is no need to install SP-1 and it would not help.
Renaming the catroot2 folder for such an error is the usual fix for such an
error.
You shouldn't have to rename anything on a clean build, but is it really a
clean build?
If something else is also installed, it is no longer a clean build and that
may be the cause of the problem.
Has anything else been installed such as antivirus, spyware blockers,
download accelerators etc?
