After installing SP2 on my computer, my graphics card (32MB ATI Rage 128
Ultra) made my monitor display appear much brighter than before on certain
games including Flight Simulator 2004. I did not have this problem before I
installed SP2. Is this a driver error?

I have not heard of that.
I have seen instances where a new driver is needed.
If it is a problem, go to the video card manufacturers website and get the
latest driver for your video card.

hhmm.. sure you didn't accidentally bump the brightness control on your
monitor? Or, you could simply turn it down..

I'm not trying to be a smart-aleck, but i've done it also... ;-)

FWIW I have noticed something similar recently whenever I have
my Desktop or a cmd window as the next window in the z-order.
Simplest example is to press Win-D and then Alt-Tab back to
a previously dim window, at which point it will be much brighter.

I have no idea how to diagnose this but whatever it would be
I would not expect to find the answer in this newsgroup. <eg>
