Anti virus software is known to cause this especially Panda

I got the error once and not running Panda so this is what I recently did: Eventually
got it to work.

I recently had this error myself for some reason and what I did was clean out
the softwaredistribution/download folder - tried WU again (but unfortunately
it still failed), then I manually downloaded one update and it installed
successfully and the computer rebooted and AU kicked in with the rest of the
updates.
So I'm assuming that after the softwaredistribution/download folder is
cleared out - the computer requires a reboot.
I then ran Baselne Security Analyser just to check - all updates are
installed.

Your last suggestion did the trick I think. Clear out
C:\windows\softwaredistribution\download and then re-boot. After rebooting I
tried to Express install again and had the same failure but when I selected
Custom and then picked the security patches...the download worked perfectly.
I also noticed that the files are 0kb in size when choosing the Express
install vs. 515kb and 2.30Mb when using the Custom download option. Maybe
the express file targets are corrupt.
