SP2 installation - access denied

Dear Sir/Madam

I wanted to update Windows XP Pro with the SP2, but using the latest update
software it keeps giving me the above message and denied installing SP2. I
think have finished installing all other updates since the updater is asking
to update SP2. Do I need to install SP1 first? or have I not finished
installing all the other updates.

Please help, I can not install Internet explorer 7 without SP2
